He formerly served as the District's County Legislator from 1993-1996 during which he was a member of the committee whose work led to the creation of the Albany County Airport Authority.
Tim is a Policy/Fiscal Analyst for the Public Employees Federation (PEF) and prior to that briefly served as a Legislative Director for Assemblywoman Rhoda Jacobs (now retired), Since January 2005 Tim served as Chief of Staff to State Assemblyman Bob Reilly. Previously he served as Director of Government Affairs for the American Lung Association of New York State for nearly eight years. Tim also served as legislative director for the New York Assembly and as a health care policy analyst for the New York Association of Health Plans.
Tim’s key legislative accomplishments include authoring legislation to ban Predatory Towing in Albany County after it was determined a towing company from Albany was towing the cars of renters at three Colonie apartment complexes. He also co-authored the legislation that created the County’s Comprehensive Ethics Law and the County Land Bank. Tim authored legislation that allowed grocery stores to modernize price scanners and the law that requires restaurants to post calorie information on their menus. He is a longtime champion of public health, especially in the area of tobacco control, and was awarded “Public Health Advocate of the year” in April, 2015.
He continues to stand for reform, good government and has a well-established record of being an independent voice in the legislature and in the community. He voted no on the 2011 Redistricting law that was later thrown-out by the court and he was a champion in the fight to save the Albany County Nursing Home from being turned-over to a for-profit LLC.
As a member of the Audit & Finance Committee, Tim has worked hard to enact county budgets that stay under the tax cap and most recently included no tax increase. Albany County continues to be among the lowest taxed counties in New York State.
A graduate of Shaker High School, Tim holds a Master’s Degree in Public Administration from the University at Albany's Rockefeller School of Public Affairs and Public Policy.
A lifelong Latham resident, Tim is active in his community. He served as President of the Board of Directors at the Regional Food Bank of Northeastern New York and has been an officer of the Riviera Estates Homeowners Association for many years.
