Sandy has been a driving force behind legislation to stimulate the rural economy, increase farm profitability and preserve prime farmland, open spaces and the rural character of Hilltown communities. With those goals in mind, Sandy has sponsored legislation to secure State or Federal grants to help dairymen, nurserymen and fruit and vegetable growers build or rehabilitate housing for migrant and seasonal workers, improve Lawson Lake, initiate Albany County Agricultural and Farmland Protection Board projects, help farmers control runoffs that could contaminate soil, water supplies and other natural resources and develop the County's Geographic Information System (GIS) digital mapping system. Among his other legislative accomplishments are authoring a local law to exempt County sales tax on the purchase and installation of residential solar systems equipment, and resolutions to support net metering for wind-generated electricity, help County dairymen deal with regulations governing disposal of animal waste and support New York's entry into the Northeast Dairy Compact. He led the legislative effort to develop an evacuation plan for the homebound disabled in the event of a disaster and to aid recruitment and retention efforts for volunteer firemen and EMS personnel. He worked to establish a County integrated pest management plan and the Safe Haven battered women's shelter in Westerlo for rural Albany County. He also supported the expansion of the Meals on Wheels program and the Hilltown Express to transport elderly residents to and from medical appointments in Albany. Sandy is Chair of the Albany County Municipal Services Board and a member of the Albany County Agricultural and Farmland Protection Board. The Municipal Services Board was established in 2007 to explore the potential for savings from shared services and resources as a means to lower the cost of local government and provide relief to taxpayers. He formerly served on the Board of Directors of the Cooperative Extension Association of Albany County, the Albany County Soil and Water Conservation District Board and as a non-voting Associate Director of the Altamont Fair. He regularly attends town board meetings in Berne, Knox and Rensselaerville. He is a former member of the Knox Town Board and is active in the Helderberg Community Partnership which promotes youth activities. Sandy is a representative for Reunion Power LLC, a wind power development company based in Manchester, Vt. He and his late wife, Mary Ellen, are the parents of two children.
