He is an Albany lawyer and former Assistant District Attorney for New York County, the New York City Special Narcotics Prosecutor and Rensselaer County. Phil was graduated from Harvard College with a bachelor's degree in government magna cum laude and earned his law degree from the University of Pennsylvania, where he was a member of the Law Review and National Moot Court Team. Among Phil's legislative accomplishments are the advancement of projects to renovate the Albany County Courthouse and construct new Criminal Justice and Family Court buildings to accommodate growing civil and criminal court caseloads. He sponsored legislation to turn over county tax-foreclosed acreage to the Town of Colonie for expansion of the Schuyler Flatts Cultural Park, reallocate County Empire Zone acreage to include new sites in Colonie and Menands, and expand senior services and property tax reductions to seniors and the disabled based on income. Phil has also taken particular interest in seeing that the County reduce its subsidization of the Albany County Nursing Home by supporting the County Executive's plan to build a new Nursing Home to obtain more favorable Medicaid reimbursement rates while at the same time striving to make the Nursing Home more attractive to private-pay patients. Phil is a strong supporter of efforts to cut insurance costs by making the County a self-insurer. He has been active in his community, serving as president of the Center for Family and Youth (Project STRIVE) for disadvantaged youth and families in the Capital District and as a former Little League coach. He is co-sponsor of two scholarships honoring his parents—the Roselyn Steck Memorial Prize for U.S. history at Albany High School and the Ernest Steck Scholarship Fund for disadvantaged students at his alma mater, the Albany Academy. Phil is also Chairman of the Colonie Democratic Committee, the second largest Democratic organization in Albany County. Phil and his wife, Patricia, are the parents of two children.
