I never received a tax bill. Why do I have to pay interest and penalties?
Real Property Tax Law (Section 922-3) states that the failure to mail any such statement, or failure of any such owner to receive the same shall not in any way affect the ability of taxes or interest prescribed by law with respect thereto.
