Hazard Mitigation Plan

Draft Report – Request for Input

Since the passage of the Disaster Mitigation Act of 2000 external website,both the Federal Emergency Management Agency (FEMA) and the NYS Emergency Management Office (SEMO) have encouraged local governments to progress local hazard mitigation planning processes. In this process, local governments identify the potential consequences of natural hazards such as flooding, ice and snow storms, thunderstorms, etc., and then look at possible ways to avoid or minimize the undesired effects.

During hazard mitigation planning, communities determine how to reduce or eliminate the loss of life and property damage which results from these natural and human-caused hazards. In addition to reducing losses and facilitating recovery, mitigation planning identifies effective risk reduction strategies, builds partnerships, contributes to sustainable communities, and establishes funding priorities.

Another benefit of mitigation planning is funding. Municipalities with an approved plan are eligible for the grant funding from the Hazard Mitigation Grant Program (HMGP), Flood Mitigation Assistance (FMA), Pre-Disaster Mitigation (PDM), Repetitive Flood Claims (RFC) and the Severe Repetitive Loss (SRL) Program.

For more than a year Albany County has been working with our consultant to develop an Albany County Multi-Jurisdictional, All-Hazard Mitigation Plan that meets all SEMO and FEMA requirements.

During the plan development process SEMO and FEMA require both municipal representation and input, and public participation. As part of our efforts to comply with this requirement, we have made our draft Hazard Mitigation Plan available on our website (see below). We have also made printed copies available at the main branch of every public library in Albany County, and will be placing notices in local newspapers.
