Employment with Albany County

The Civil Service system in New York was developed to ensure that the best and brightest employees are brought into public service. This merit system is based on Article V, Section 6 of the New York State Constitution, which provides that appointments and promotions in the civil service of the state and all of the civil divisions shall be made according to merit and fitness; and, as far as practicable, shall be in the competitive class. The State Civil Service Law was enacted to carry out this constitutional mandate.

Civil Service Responsibilities

Municipal civil service offices in New York State perform legislative, executive, and judicial functions: legislative when making rules which have the force and effect of law; executive when administering the merit system, including determining general policy and establishing internal procedures; judicial when considering appeals from Civil Service Law decisions such as examinations, position classification, and disciplinary actions.
