The Division of Employee Relations is responsible for negotiating on behalf of the county with each of the fourteen collective bargaining units representing approximately 2,100 county employees. |
The Division of Employee Relations is responsible for negotiating on behalf of the county with each of the fourteen collective bargaining units representing approximately 2,100 county employees. This responsibility includes the actual negotiations, implementing and interpreting each of the labor agreements throughout the county structure.
Within Albany County government, seven separate labor organizations represent a wide range of the work force. These labor organizations, and those members of the Albany County work force, include:
Civil Service Employees Association
The International Brotherhood of Teamsters, Chauffeurs, Warehousemen and Helpers of America
Public Employees Federation
Service Employees International Union, Local 1199
American Federation of State, County and Municipal Employees, Council 82
Albany County Deputy Sheriffs Police Benevolent Association
(NYSUT) New York State United Teachers
United Public Service Employees Union
The Division of Employee Relations also represents the county in contract arbitration, in dealing with the Public Employees Relation Board (PERB), and in civil service hearings and proceedings.
Finally, the division is responsible for assisting in the interpretation and application of the Rules and Regulations for all non-union county employees.
Labor Negotiations
During labor negotiations, Christine C. Kelly, Director and chief negotiator, establishes separate teams which include representatives from the County Attorney’s office and management personnel from each department being represented in an effort to expedite the process in the most cost effective manner available.
