Mr. Pennisi was appointed Executive Director of the NY State Workers’ Compensation Board by Governor Eliot Spitzer on August 16, 2007. The Workers' Compensation Board receives and processes workers' claims for benefits, employers' reports of injury, and medical reports from physicians and other health care providers. Previously, Mr. Pennisi served as Deputy County Executive since November 1, 2002. Prior to that he served for six years as the Commissioner of the Albany County Department of Management and Budget. As Commissioner of DMB, he was responsible for developing the County Executive's annual budget proposal and monitoring the adopted County Budget. He was also the County's Chief Investment Officer and its Tax Enforcement Officer. Units of County government under his direct supervision included the Finance Division, Division of Information Services and Real Property Tax Service Agency. He has spent over twenty-five years working with federal, state and local governments in the field of budgeting, finance, housing and economic development. Prior to joining Albany County, he served as the Assistant Secretary of the New York State Senate Finance Committee/Minority. He has served as Commissioner of the Department of Housing and Community Development for the City of Albany and Deputy Commissioner for Finance and Administration at the New York State Division of Housing and Community Renewal. He has also worked for the Ways and Means Committee of the New York State Assembly, the Federal Economic Development Administration and the City of Philadelphia Office of Housing and Community Development. Mr. Pennisi received his Masters Degree in Public Policy with a concentration in Public Finance and Urban Economics from the School of Public and Urban Policy at the University of Pennsylvania. He also holds a Bachelors Degree in Government from Georgetown University.
